A resolution to the arty party?

So, a little 'heads up' regarding an impending change in how MLRS and tube artillery balances is A&S.
I get a lot of complaint and comment about it. 'Arty cancer' is a popular one. But there is a dilemma; Artillery is a core aspect of modern warfare, de-powering it into irrelevance or removing it would be as out of place as taking out aircraft at this point. Despite the complaints, it also provides a counter-balance to players who simply turtle up behind a static wall of tanks, AA and ATGMs.
But, it is difficult to counter, which makes it suck the fun out of many situations. A good player keeps their back line mobile, to avoid counter battery. Even if slowed down, artillery can move about on roads at the standard speed of 110kph. And systems powerful enough to be a direct threat to quick moving artillery units, can be just as easily abused to snipe CVs and harass tanks at long range without much threat of retaliation. I need to give players some kind of tool they can turn to so they don't feel useless in the face of massed artillery fire, one that can't just be turned around and used to make the arty-party even worse.
So, I've decided to try making Artillery units SEAD-able. Its a comparatively easy change and quickly reversible, which is why I'm going to try it before I try something like massively increasing the 'noise' attribute on arty.
It seems odd, but, modern sensor systems can zero in on artillery fairly quickly with radar or sonic triangulation.
With a few text changes, it will make slightly more sense: [RAD] becomes [LOC]: Locateable; so long as this weapon is switched on, its sensor emissions, preparations to fire or radio communications to it allow an enemy to easily pin point its location at a distance
and [SEAD] becomes [HOME]: This weapon can autonomously home in on [LOC] weapons platforms that have been located with ELINT and SEAD aircraft, so long as the weapon is switched on in.
I can't say for sure it will fix the problem, but hopefully it will address the issue to the point that being under an artillery barrage doesn't make a player feel like there's nothing they can do except sit there and take it or quit the game.
